In a significant development for Oregon's trade infrastructure, the Port of Portland has announced the continuation of container shipping services at Terminal 6, the state's sole international container terminal. This decision follows Governor Tina Kotek's commitment to include $40 million in state funds in the 2025-27 biennial budget, aimed at supporting capital investments and channel maintenance critical to Terminal 6's operations.
Earlier this year, the Port faced the prospect of ceasing container operations due to financial challenges and the absence of a viable third-party operator. The April announcement of an October 1 discontinuation prompted widespread advocacy from local businesses and legislators, underscoring the terminal's importance to Oregon's economy. In response, Governor Kotek proposed a $40 million investment, including $5 million in operational support from the Oregon Emergency Board and $35 million in the upcoming biennial budget for capital improvements and channel maintenance. This funding aims to alleviate immediate financial pressures and establish a foundation for long-term sustainability of container services at Terminal 6. The Port has also collaborated with key partners, including the International Longshore and Warehouse Union and Harbor Industrial, to enhance operational efficiencies and reduce costs. These efforts are designed to improve the terminal's financial performance and ensure the continuity of services vital to regional businesses. The sustained operation of Terminal 6 is expected to preserve approximately 1,500 family-wage jobs and generate $20 million in state and local tax revenue annually, reinforcing its role as a critical asset in Oregon's trade infrastructure. This development highlights the importance of public-private collaboration in maintaining essential trade services and supporting the economic vitality of the region.
